Project RISE survey: Help improve adult literacy program recruitment and retention

The Adult Literacy and Learning Impact Network (ALL IN), of which NCFL is a proud member, invites Adult Basic Education and English Learning programs to complete its Lower-Level Literacy Services Survey. This is the first phase of ALL IN’s Project RISE (Recruitment, Instruction, Support, Engagement)—a new initiative to improve recruitment, retention, and advancement of lower-level learners. 

The 2023 PIAAC results revealed that nearly 60 million Americans between the ages of 16 and 65 have the lowest level of literacy, and many adult education and family literacy programs struggle to reach and serve this group. Through Project RISE, ALL IN aims to identify and learn from a cohort of 20-30 high-performing programs with demonstrated success in recruiting and retaining low-literacy adults. This cohort will form in fall 2026 and co-design a toolkit for working with low-literacy learners. Programs participating in the co-design sessions will receive a small honorarium for their time.
